AI-Enabled Corporate Learning and Human Capital Development: An Educational Technology-Economic Value Framework from Azerbaijan

ABSTRACT

Digital learning systems can be treated as investments in human capital only when educational outcomes can be distinguished from business performance and measured over time. This article develops a framework linking artificial intelligence (AI)-supported corporate learning, digital skill acquisition, workforce adaptability, and economic value creation. A document-based case analysis uses publicly reported information from Azercell Telecom LLC to illustrate the institutional context and data limitations. The case shows an 18.52% increase in permanent employment between 2021 and 2023, a rise in the professional staff share from 55.18% to 61.42%, and an increase in reported employee engagement from 77 to 84 between 2022 and 2023. These trends are descriptive; they do not establish that AI-supported learning produced the changes. The proposed research model specifies learning participation, skill transfer, verified AI use, and subsequent productivity as distinct measurement layers. It includes an editable interaction equation and a prospective difference-in-differences evaluation design for a training pilot. The article contributes a practical bridge between educational technology evaluation and human-capital economics while making explicit the ethical requirements for employee learning analytics.
