Editor-in-Chief

Prof.Dr. Aytekin İşman - Sakarya University, Turkey

 

The Editor-in-Chief is responsible for the overall academic quality, vision, and strategic direction of the journal. This role includes:

- Defining and maintaining the journal’s scope and editorial policies in line with international academic standards.

- Overseeing the peer review process to ensure fairness, transparency, and scholarly rigor.

- Making final decisions on manuscript acceptance, revision, or rejection.

- Coordinating with editors, associate editors, and the editorial review board to maintain the quality and integrity of the publication.

- Representing the journal in national and international academic communities, conferences, and indexing bodies.

- Ensuring compliance with ethical guidelines, such as those of COPE (Committee on Publication Ethics).

 

Editor-in-Chief meets with Editors and Associate Editors once per month to identify any issues surrounding past publications and future publications. This meeting is conducted online as members are international. A review of the webpages is also included to make sure that as manuscript issues occur, changes to policy to address these issues are indicated on the TOJET website.  A policy and procedure manual has been created.

Editors support the Editor-in-Chief in ensuring academic excellence and operational efficiency of the journal. Their responsibilities include:

- Managing submissions within their areas of expertise and assigning them to qualified reviewers.

- Providing editorial guidance during the peer review process to guarantee objectivity and scholarly value.

- Contributing to the development of special issues and thematic sections.

- Advising the Editor-in-Chief on policy updates, new research trends, and quality enhancement strategies.

- Promoting the journal in their professional networks to attract high-quality submissions and readership.

 

Editors and the Associate Editor meet monthly with the Editor-in-Chief as noted above. The Editors and Associate Editor work hand-in-hand to make sure manuscripts are fairly screened, reviewed and to make recommendations to the Editor-in-Chief in a timely manner. The Editors/Associate Editor meet with each other on a “need to meet basis” to determine the management of submissions, policy updates, new research trends, and quality enhancement strategies, editorial guidance during the peer review process to guarantee objectivity and scholarly value and discussions of special issues or themes.

 

Associate Editor

Assoc.Prof.Dr. Mustafa Öztunç - Sakarya University, Sakarya, Turkey

 

The Associate Editor plays a key role in maintaining the smooth functioning of the peer review process. This role involves:

- Assisting in manuscript screening and reviewer selection.

- Monitoring the review timeline to ensure timely evaluations.

- Offering recommendations to the Editor-in-Chief and Editors regarding manuscript outcomes.

- Supporting initiatives for improving author guidelines, reviewer instructions, and editorial workflows.

- Acting as liaison between authors, reviewers, and editors to facilitate effective scholarly communication.

 

The Associate Editor meets with the Editor-in-Chief and Editors on a monthly basis. The Associate Editor meets with the individual Editors in the monthly meeting and on a “need to meet basis” should manuscript issues arise.

 

Manuscript Review Board

The Manuscript Review Board is composed of distinguished scholars with recognized expertise in educational technology and related disciplines.

 

Their contributions include:

- Conducting rigorous, constructive, and timely peer reviews of submitted manuscripts.

- Advising on the relevance, originality, and academic contribution of research papers.

- Supporting the journal in upholding ethical standards, research integrity, and methodological soundness.

- Providing feedback on editorial policies, special issues, and emerging academic trends.

- Serving as ambassadors of the journal within the global academic community.

 

Reviewers meet once per year or as a need arises. Most of the communication with this group is through email or Zoom.

The Manuscript Review Board is the pool from which manuscript reviews are selected. Typically, a member is asked to review 2 manuscripts per year.  An email goes out each year to request members choose to remain on the Manuscript Review Board. If a member prefers not to continue at any point, he/she is asked to recommend a new reviewer which is contacted to determine his/her desire to join the Manuscript Review Board. Members of the board are also asked to suggest new reviewers once per year.

 

Ethics Review Panel

The Ethics Committee is responsible for ensuring that all aspects of the journal’s publication process adhere to the highest standards of ethical conduct and academic integrity. The committee operates in alignment with internationally recognized guidelines, including those of the “Committee on Publication Ethics”. TOJET follows COPE's guidelines and dealing with allegation of research misconduct. Their main roles and responsibilities:

The Ethics Review Panel meets every other month. However, if there are no issues surrounding academic integrity, citation manipulation, plagiarism or other conduct seen as unethical, this group may delay meeting. 

 

Editorial Board

The Editorial Board consists of leading academics who contribute to the strategic growth and international visibility of the journal. Their primary functions are:

- Advising on long-term editorial policies and directions for the journal.

- Promoting the journal through their academic networks, conferences, and institutional affiliations.

- Supporting collaborations for special issues, guest editorships, and interdisciplinary initiatives.

- Enhancing the journal’s global reputation by ensuring diversity in perspectives, methodologies, and geographic representation.
